## Summary

Rozholos collected open costs connected with Ukrainian territorial recruitment centers (TCCs): procurement, payroll, medical reviews, mail, premises upkeep and lost work time. Some numbers come from open Prozorro data. Other numbers are calculated separately and are labeled as model estimates.

The central model estimates the annual cost of busification around TCCs and then divides it by the number of people who reach the front line under 10% and 15% scenario assumptions.

## Main result

With indirect time losses included, the model estimates:

- UAH 1,029,275.62 per front-line arrival if 10% of people mobilized through TCCs reach the front.
- UAH 686,183.75 per front-line arrival if 15% reach the front.

Without indirect time losses, the budget-only model estimates:

- UAH 903,138.88 per front-line arrival if 10% reach the front.
- UAH 602,092.59 per front-line arrival if 15% reach the front.

## Method

Prozorro data was collected through public search queries for terms that point to TCCs, TCC departments, conscripts and mobilization logistics. Records were deduplicated by tender ID.

The sample is not a full budget audit. Payroll, closed defense expenditures, internal transfers, military-unit spending and some local purchases without clear TCC text markers are not fully captured by the procurement search.

The 10-15% range for people reaching the front line is based on a public comment by Oleksandr Fediienko. It is not official General Staff statistics, so the site treats it as an adjustable scenario assumption.

Indirect time losses are not TCC budget spending. They are a separate estimate based on people losing working days and road delays, valued through the average wage.

The material does not publish routes, schedules, locations of current mobilization actions, personal data, non-public service contacts or troop movement information. It does not contain instructions for evading mobilization duties or obstructing TCC work.

Data, formulas and sources are published separately so assumptions can be checked, challenged or replaced with better documented alternatives.
