In 2026, one Zaporizhzhia regional TCC aviation-transport tender (UAH 333m) dominates the total. Without it, the timeline looks different, so read it together with the tender list.
The “direct TCC” marker means that the buyer in Prozorro is a TCC. Other rows remain in the main count because the procurement subject directly concerns TCCs, conscripts or mobilization logistics.

Payroll, social payments, VLK medical boards, utilities, local programs, mail, transport obligations, employer military-accounting work and free transfers may not appear as TCC procurement. They are therefore shown as a separate layer rather than mixed with tenders without an evidentiary basis.
UAH 1.38bn/mo is only the lower floor after the MoD's June note on UAH 30k for rear positions. The main calculation uses UAH 40k average pay with bonuses and allowances; the high case uses UAH 55k.
The MoD explains that VLK medical exams are free for the person and paid from the state budget. Some commissions are based in municipal medical facilities.
Communities separately finance equipment, office equipment, medical devices, notification, premises and support for district TCC activity.

Law allows free use of enterprise transport and equipment during the special period. It is a real resource without one open registry.
Resolution No. 1487 requires enterprises to maintain military accounting, appoint responsible staff, train them and coordinate with TCCs.

This is not a TCC budget expense and is not drawn from one registry, so it is shown separately. When checks and summonses change people's behavior, some work less formally, travel less or postpone errands. Businesses and workers can lose paid time. Calculation input: 500 k people lose 5 working days each; another 10 m delays last 15 minutes each.
The value of time is estimated through the average wage. This is not an exact damage amount, but a way to show the order of magnitude. Average wage used in the calculation: UAH 30,515. One workday: UAH 1,453; one hour: UAH 182.
The slider changes the estimated share of people who reach the front after TCC processing. The lower the share, the higher the cost per result.
The 10-15% reaching the front is based on Oleksandr Fediienko's public estimate. It is not official General Staff statistics, so it remains adjustable.
This is not the whole TCC price. It shows only procurements where the Prozorro buyer is a TCC, separating open budget data from the wider calculation.

The sample is not an audit of all budget spending: payroll, closed defense expenditures, internal transfers, military unit spending and some local purchases without explicit text markers are not captured by the procurement search.
Model layers (payroll, VLK, summonses, utilities, other) are added to the Prozorro projection as separate funding areas. There may be partial overlap between the visible postal tenders in the dataset (≈UAH 77m) and the centralized Cabinet summons budget (UAH 71.82m). The overlap is under 0.5% of the total, so the model treats layers as additive and estimates an upper bound rather than a precise sum.
The 10-15% range reaching the front line is based on Oleksandr Fediienko's public comment. It is not official General Staff statistics, so the calculator keeps it as an adjustable parameter.
