UAH 1.38bn/mo is only the lower floor after the MoD's June note on UAH 30k for rear positions. The main calculation uses UAH 40k average pay with bonuses and allowances; the high case uses UAH 55k.

The MoD explains that VLK medical exams are free for the person and paid from the state budget. Some commissions are based in municipal medical facilities.

Indirect costs are counted separately.

This is not a TCC budget expense and is not drawn from one registry, so it is shown separately. When checks and summonses change people's behavior, some work less formally, travel less or postpone errands. Businesses and workers can lose paid time. Calculation input: 500 k people lose 5 working days each; another 10 m delays last 15 minutes each.

The value of time is estimated through the average wage. This is not an exact damage amount, but a way to show the order of magnitude. Average wage used in the calculation: UAH 30,515. One workday: UAH 1,453; one hour: UAH 182.

Methodology

What is counted here and what is not.

Prozorro data was collected through public search queries pointing to TCCs, TCC departments, conscripts and mobilization logistics. Records were deduplicated by tender ID.

The sample is not an audit of all budget spending: payroll, closed defense expenditures, internal transfers, military unit spending and some local purchases without explicit text markers are not captured by the procurement search.

Model layers (payroll, VLK, summonses, utilities, other) are added to the Prozorro projection as separate funding areas. There may be partial overlap between the visible postal tenders in the dataset (≈UAH 77m) and the centralized Cabinet summons budget (UAH 71.82m). The overlap is under 0.5% of the total, so the model treats layers as additive and estimates an upper bound rather than a precise sum.

The 10-15% range reaching the front line is based on Oleksandr Fediienko's public comment. It is not official General Staff statistics, so the calculator keeps it as an adjustable parameter.
